Biography

Harley was one of Temeraire's ensigns. He was known for very little except that when Temeraire and his crew were attacked by horsemen in the deserts of western China, Harley managed to shoot his own tent-mate, Allen, in the shoulder. Keynes chided him for crying, saying that he had better practice his aim because a shot like that would not kill anybody.
